I would hope that the OP would get involved in solving or supporting the solutions needed to increase the safety of her have sensors within the main living area monitoring anything that is moving and it will let off a screech that will wake the dead. I do think that if any kind of maniac is an ongoing genuine issue that directly impacts people's sense of personal safety it needs to be addressed at the community level by the affected community. But I coudn't say that they were maniacs or addicted to drugs. I have seen people running in my neighborhood before. I haven't had to deal with some of these issues first hand, as far as I know. Often these are the areas with the most discretionary income to spend on drugs and alcohol.
The ugliest incidents happen in the ritziest neighborhoods all the time. You're naive if you don't think anything can happen in any neighborhood.
